I carry out all of these assignments through JLM, a boutique strategic advisory and operational management firm that I founded and lead, headquartered and registered in France, dedicated to supporting projects and organisations facing management, transformation, structuring, financing, and on-the-ground execution challenges.
In this context, I work closely with a network of private and institutional partners, both in Africa and in Europe, mobilised according to the specific contexts, sectors, and challenges of each assignment.

Jean-Luc Mengome is shaped by a dual heritage: a diplomatic environment—son of a former Gabonese ambassador—where dialogue, nuance, and stakeholder alignment are instinctive; and a dual training as an engineer and a reserve officer in the French Air Force, which instilled discipline, loyalty, and the ability to act decisively where execution matters most. This Franco-African dual culture allows him to operate seamlessly at the intersection of strategy and execution, bridging private, public, and institutional actors on the ground.
Beyond his international executive track record, Jean-Luc is first and foremost a man of the field—reliable, consistent, and able to grasp, with clarity and empathy, what is truly at stake for teams, partners, and local communities.
He has built the core of his career in close contact with African realities and multicultural teams, operating in some of the most demanding industrial environments—often remote, sometimes unstable and high-risk: offshore platforms, logistics bases, mining zones, and complex, sensitive regions undergoing rapid transformation.
In these contexts, he has held country leadership, managing director, and operational steering roles within international groups, notably in Nigeria, Gabon, the DRC, Congo, and Uganda. In parallel, as part of his executive responsibilities, he has led multiple exploratory missions and strategic expansion initiatives in Cameroon, Equatorial Guinea, East Africa—Uganda, Tanzania, Kenya, Rwanda, South Sudan, Mozambique—and West Africa—Senegal, Ghana, Côte d’Ivoire.
A clear conviction guides his action:

SELECTED TRACK RECORD — Concrete
examples drawn from assignments and
executive roles
➤Led and completed the flagship external growth transaction of a Franco-Congolese international services group: a joint venture structured around the acquisition of a 49% stake in an oilfield services provider operating across five East African countries.
➤For a junior mining operator developing a greenfield project at the pre-construction stage in the Republic of Congo, he designed and led a stakeholder engagement strategy in a context of critical operational delays. This intervention enabled the restructuring of teams and internal processes, the restoration of clear dialogue with local and institutional stakeholders, and the recovery of the project’s credibility with public authorities.
➤Within a consulting firm, he contributed to the structuring of international financing pathways, the mobilisation of strategic investors, and the assembly of a technical expert team to support the relaunch of a marginal offshore oil field in Gabon. His involvement helped co-build a credible framework to reactivate a complex asset and restore confidence among technical, financial, and institutional partners.
➤Acted as a central interlocutor in sensitive negotiations with Gabonese authorities on behalf of a major French oilfield services group, during an accelerated and high-risk demobilisation of expatriate teams. His role contributed to securing the operation, reassuring the oil operator involved, and maintaining a constructive institutional dialogue.
➤Built local operations from the ground up for international companies in Central Africa—particularly in the Democratic Republic of Congo—within a high-risk political and urban environment. He established an operational headquarters in Kinshasa with a fire-prevention and emergency-response training centre, followed by two regional branches in remote areas (Lubumbashi and Matadi), enabling expansion into new industrial sectors and regions of the country.
